The National Women’s Collective – Donegal Women’s Network sent an ‘Open Invitation’ to all Donegal Councillors to respond to questions that have been identified as areas of concern of people in Donegal.

Each councillor was invited to respond and to pledge to undertake specific actions during their term within Donegal County Council.

Below are the questions with the councillor’s response.

 

 

 

YOUR CANDIDATE JIMMY KAVANAGH
QUESTIONS AS A PUBLIC REPRESENTATIVE CANDIDATE FOR DONEGAL WHAT SKILLS AND EXPERIENCE DO YOU HAVE TO OFFER?  RESPONSES I have been a member of Letterkenny Town Council since 2009. I have also served on several other boards including: Chair of Errigal College Board of Management,Member of Donegal ETB Donegal ETB representative on the Irish Vocational Education Authority, Member of LYIT Governing Board, Chair of ETB Audit Committee, Member of LYIT Audit Committee. I have also been involved in fund raising for many local clubs and charities, and I have been employed in the HSE for the past 37 years, I am a staff officer in the Information Technology section.
IF ELECTED WILL YOU WORK TOWARDS UPHOLDING AND PROMOTING THE ETHOS OF SOCIAL INCLUSION, EQUALITY AND HUMAN RIGHTS? YES
CHILDCARE
QUESTION THE COST OF CHILDCARE IN DONEGAL HAS RECENTLY BEEN PROVED TO ACT AS A BARRIER TO LOW INCOME WORKING FAMILIES TO EITHER REMAIN IN OR TAKE UP EMPLOYMENT. WITH AN AVERAGE COST FOR 2 CHILDREN IN FULL TIME DAY CARE EQUATING TO €16,500 PER YEAR AFTER TAX – WHAT WILL YOU DO TO ADDRESS THIS SITUATION AT POLICY LEVEL IN DONEGAL? RESPONSEI would be available to discuss these issues with the DCCC if elected to Donegal County council, and will support their objectives as much as much as is practical and possible.
CARERS
QUESTION  IN LIGHT OF THE MANY CUTS TO SERVICES I.E. HOME HELPS, SPECIAL NEEDS ASSISTANTS AND PERSONAL ASSISTANTS, WHAT WILL YOU DO TO ADDRESS THIS SITUATION AT A POLICY LEVEL IN DONEGAL? RESPONSEI will work with as closely as possible with these groups and will work with Deputy Joe McHugh, Minister McGinley to highlight their concerns, as policies in these areas are decided largely at a national rather than at County level.
DOMESTIC ABUSE + VIOLENCE AGAINST WOMEN
QUESTIONS HAVE YOU OR WILL YOU SIGN UP TO THE MAN-UP CAMPAIGN?  RESPONSES YES
WILL YOU UNDERTAKE A HALF DAY WORKSHOP IN 2014 ON DOMESTIC VIOLENCE? YES
DONEGAL WOMEN’S DOMESTIC VIOLENCE SERVICE HAS RECENTLY EXPANDED THE NUMBER OF ACCOMMODATION UNITS IT SUPPLIES YET THERE HAS BEEN NO FURTHER INCREASE IN FUNDING FROM DONEGAL COUNTY COUNCIL.  HOW WILL YOU ADDRESS THIS? I have been a supporter of the Domestic Violence Service, and I will continue to support the service if elected to Donegal County Council.I will support the service in terms of seeking additional funding, from local and national sources, and I will support initiatives that promote the reduction in incidences of domestic violence in our county and in our society.
LESBIAN, GAY, BISEXUAL AND TRANSGENDER (LGBT)
QUESTION IN THE UPCOMING REFERENDUM ON SAME SEX MARRIAGE, WHAT ACTIONS WILL YOU TAKE TO ENSURE A BALANCED DEBATE IN DONEGAL? RESPONSEI will support the referendum, and as a member of the main Government party introducing such a referendum, I would canvass for a successful outcome.
TRAVELLERS
QUESTION  WHAT WILL YOU DO TO ENSURE FULL IMPLEMENTATION OF THE DONEGAL COUNTY COUNCIL TRAVELLER ACCOMMODATION 2014-2018 PLAN? RESPONSEI will work with other councillors, officials and the voluntary and statutory bodies involved to promote the implementation of the plan.
WOMEN’S POLITICAL  REPRESENTATION
QUESTIONS DO YOU SUPPORT THE 5050 CAMPAIGN TO SECURE EQUAL POLITICAL PARTICIPATION IN IRELAND? RESPONSES YES
IF NO PLEASE EXPLAIN WHY. NA
WHAT ACTIONS WILL YOU TAKE WITHIN YOUR PARTY OR AS AN INDEPENDENT TO ENCOURAGE AND SUPPORT AT LEAST 30% FEMALE PARTICIPATION IN THE NEXT GENERAL ELECTION? The Fine Gael party introduced the legislation that will impose severe financial penalties on political parties which fail to reach 30% female participation in the next general election. In the current local elections the party has increased its female participation to 22% although still significantly short of the 30% requirement for the next general election it is a marked improvement on the participation rate of 13% in 2009.Within my party I would try to get more women involved at a local level and encourage female participation as much as possible in officer roles and branch, district and constituency level, so that more women would gain the experience they need to be future candidates. On my current canvass team for the local elections, I have twelve women on the team, which is almost 50% of the team.
EQUALITY IN DONEGAL COUNTY COUNCIL 
QUESTIONS DO YOU AGREE THAT DONEGAL COUNTY COUNCIL SHOULD BE MORE FAMILY FRIENDLY FOR ITS ELECTED COUNCILLORS? RESPONSES YES
WHAT ACTIONS WILL YOU TAKE TO ENSURE THIS CHANGE? As well as the practical measures needed around meeting times and duration etc., I would like to see a complete revision of council standing orders to make the entire environment of the council more friendly to female participation. We have seen far too much grandstanding and brinkmanship on Donegal County Council, leading to meetings breaking down due to disorder and meetings being deliberately prolonged for political reasons and for petty point scoring. I think all of that type of behaviour makes political participation unattractive for females, and Donegal County Council has seen far too much of it.
DO YOU AGREE GENDER EQUALITY IS A FUNDAMENTAL PRINCIPLE UNDERPINNING THE CONCEPT OF SOCIAL JUSTICE, AND HUMAN AND CIVIL RIGHTS IN IRELAND? YES
